- A category section with zero matching partners renders nothing — no empty-state heading, no placeholder copy (see the second example above: only "Community Business Partners" appears).
- Partners are always sorted alphabetically by name within their category, regardless of input order — never manually ordered, never date-added order.
- The "Visit Website" link only renders when `url` is set on a partner.
- Business-partner `description` copy must stay neutral/factual — no comparative or promotional language (IRS qualified-sponsorship rule); the section's own intro copy carries the no-endorsement note, not the page hero.
- The trailing CTA card only renders when `ctaHref` is provided, and shows regardless of which category sections are populated.
